~Balto-The hero of the story, the protagonist, etc. Balto is half wolf, so nobody in Nome, Alaska trusts him, except for Jenna, Boris, Muk, Luk, and Rosy.
~Jenna-The heroine. From the start, she and Balto seem to be interested in each other, but nothing really happens between them until Balto goes off to find the lost team.
~Steele-The villain, antagonist, etc. Steele absolutely detests Balto throughout the entire story. Though he thinks he is in love with Jenna, Jenna finds him to be sort of...an airhead. Steele is a true glory hound. He didn't care that lives were at stake, he only wanted to be admired more.
~Nikki, Kaltag, and Star-At first appearing as Steele's henchdogs, these three don't really like him at all, but are more or less afraid to tell him.
Wheneer Nikki says something, Kaltag reinforces it with a bunch of big words. Star usually interrupts him with an easy-to-understand sentence, which is exactly what Kaltag's point is, so he gets hit on the head for it.
~White Wolf-This mysterious wolf has yet to be figured out. Is it the spirit of his mother, father, or just another wolf? Is it male or female? There is said to be an appearence in Balto II, but we still don't know. Her point in the story is to encourage Balto to go on. She only appears once throughout the film.
~Muk and Luk-These are two young polar bears who think that they can't swim, but when Balto falls through the ice, they prove themselves wrong.
~Boris-This goose is Balto's best friend. Most of the time he thinks Balto's ideas are just plain stupid, even when he hears that Balto's looking for Steele's team and the medicine, but when Balto shows him all of the sick children, he even decides to go along on the journey.
~Rosy-Jenna's owner, and the only human who trusts Balto. She is discouraged by her parents to play with Balto, because they think he'll hurt her. When Balto finds out that Rosy is very sick, he is more determined than ever to get the medicine through.
